GENÈVE (24 octobre 2013) – La Rapporteuse Spéciale des Nations Unies Najat Maalla M’jid se rendra en visite officielle au Bénin du 28 octobre au 8 novembre 2013. Ce sera la première visite dans ce pays entreprise par un expert indépendant mandaté par le Conseil des droits de l’homme de l’ONU pour étudier les questions de la vente d’enfants, la prostitution des enfants et la pornographie impliquant des enfants.
« Dans tous les pays, il existe des enfants victimes ou vulnérables à différentes formes d’exploitation, ces enfants ont besoin d’une attention toute particulière », a affirmé Madame Maalla M’jid.
« Au cours de ma mission, je vais me pencher sur l’ampleur, les formes et les causes principales des phénomènes de vente et d’exploitation sexuelle des enfants; j’accorderai également une grande attention aux stratégies et programmes mis en place en matière de prévention et de protection des enfants victimes et vulnérables ».
La Rapporteuse Spéciale, qui visitera le Bénin sur invitation du Gouvernement, se rendra à Cotonou, Abomey-Calavi, Porto Novo, Parakou, Comè, Lokossa et Aplahoué. Elle s’y entretiendra avec les autorités compétentes en matière de prévention et lutte contre la vente et l’exploitation sexuelle des enfants. Elle rencontrera également des responsables des agences des Nations Unies, des membres du corps diplomatique ainsi que des acteurs de la société civile et du secteur privé. Elle visitera des programmes et centres d’accueils et s’entretiendra avec les enfants victimes ou à risque de l’être.
La Rapporteuse Spéciale partagera avec le Gouvernement béninois ses observations préliminaires sur la situation de la promotion et de la protection des droits des enfants victimes et des enfants vulnérables à la vente et/ou à l’exploitation sexuelle suite aux informations recueillies au cours de sa visite. La Rapporteuse Spéciale présentera un rapport au Conseil des droits de l’homme en mars 2014 contenant ses conclusions et recommandations.

Sale and sexual exploitation of children: UN rights expert in fact-finding mission to Benin
GENEVA (23 October 2013) – United Nations Special Rapporteur Najat Maalla M’jid will undertake a fact-finding mission to Benin from 28 October to 8 November 2013. This will be the first visit to the country by an independent expert charged by the UN Human Rights Council to investigate the sale of children, child prostitution and child pornography.
“In all countries in the world there are children victims or vulnerable to various forms of exploitation, and such children need special consideration,” Ms. Maalla M’jid said.
“I will focus on the scope, the patterns and the root causes of the phenomena of sale and sexual exploitation of children,” the human rights expert noted. “I will pay particular attention to the strategies and programs established in terms of prevention and protection of vulnerable children and child victims.”
The Special Rapporteur, who visits Benin at the invitation of the Government, will travel to Cotonou, Porto Novo, Abomey-Calavi, Parakou, Comè, Lokossa and Aplahoué to meet with State authorities responsible for preventing and combating the sale and sexual exploitation of children. She will also meet with representatives from the United Nations, the diplomatic community, civil society and private sector representatives.
During her 12-day mission, Ms. Maalla M’jid will also visit children care centres, shelters and programmes and meet the children victims and at risk.
The Special Rapporteur will share with the Government her preliminary observations based on her findings during the visit. The Special Rapporteur will present a report containing her findings and recommendations to the Human Rights Council in March 2014.
