Advanced Course: Crisis, Recovery and Transitions

The Humanitarian Policy Group (HPG) at the Overseas Development Institute (ODI), and the School of Public Policy and Management (SPPM) at Tsinghua University are pleased to offer the second ‘Advanced Course on Crisis, Recovery and Transitions’, a weeklong programme targeting mid-career and senior professionals.

The past decade has seen a sharp increase in the number of countries affected by and recovering from large-scale disasters, especially in the Asia-Pacific region. A parallel growth has also occurred in the number of professionals working in the fields of humanitarian assistance, post-crisis recovery 
and development. Policymakers and practitioners face a myriad of challenges, this course provides an opportunity to reflect on the critical concepts, practical challenges and policy dilemmas involved in supporting effective transitions.

Learning is structured around five themes: Key concepts: humanitarian action and post-crisis transitions; International Humanitarian Law (IHL), International Disaster Response Law (IDRL) and protecting people in the aftermath of a disaster; emergency response in disasters: the role of national, regional and international actors, the private sector and national militaries; China’s emergency management: history, institutions and reform and the governance of recovery.
