El actual coordinador del mayor órgano* de expertos independientes del Sistema de Derechos Humanos de las Naciones Unidas, Chaloka Beyani, expresó hoy alarma ante el allanamiento de despacho privado en Guatemala del Relator Especial sobre el derecho a la libertad de opinión y de expresión, Frank La Rue, ocurrido durante la noche del pasado 31 de julio.
“Si bien aún se desconocen los motivos del allanamiento, todo atentado contra un Relator Especial para los derechos humanos es siempre causa de preocupación, en particular en los países con una historia reciente de tensiones en contra los defensores de los derechos humanos”, dijo el Sr. Beyani, del Comité de Coordinación que representa a más de 70 expertos independientes designados por el Consejo de Derechos Humanos de la ONU para monitorear e informar sobre situaciones específicas en países y diversas áreas de derechos humanos en todo el mundo.
Varias computadoras y documentos pertenecientes al Relator Especial fueron sustraídos de su oficina situada en Instituto Centroamericano de Estudios para la Democracia Social (Demos), en Ciudad de Guatemala. Las autoridades guatemaltecas inciaron una investigación para aclarar los hechos.
“Ofrezco mi solidaridad y apoyo al Relator Especial La Rue y al Instituto Demos”, dijo el Sr. Beyani. “Estamos a la espera de la total clarificación de este triste episodio por parte de las autoridades guatemaltecas”.
(*) “Procedimientos Especiales” es el nombre general de los mecanismos independientes de investigación y monitoreo del Consejo de Derechos Humanos de la ONU, encargados de informar sobre situaciones específicas en países y diversas áreas de derechos humanos en todo el mundo. Actualmente hay 36 mandatos temáticos y 13 mandatos de país, con más de 70 expertos. La Oficina del Alto Comisionado de la ONU provee de apoyo a estos mecanismos para el cumplimiento de sus mandatos.

Guatemala: UN expert alarmed by break-in of Special Rapporteur on freedom of expression’s office
GENEVA (2 August 2013) – The current Chair of the largest body* of independent experts in the United Nations Human Rights system, Chaloka Beyani, today expressed alarm that the Guatemala private office of the Special Rapporteur on the right to freedom of opinion and expression, Frank La Rue was broken into during the evening of 31 July 2013.
“While the motive behind this break-in is still unclear, any attack on a Special Rapporteur is always cause of concern, particularly in countries with a recent history of tensions with human rights defenders,” said Mr. Beyani, from the Coordination Committee representing more than 70 independent experts designated by the UN Human Rights Council to address specific country situations and thematic issues in all parts of the world.
Several computers and documents belonging to the Special Rapporteur were stolen from his office located at the Demos Institute in Guatemala City. The Guatemalan authorities initiated an investigation to clarify the situation.
“I would like to express my solidarity and support to Special Rapporteur La Rue and the Demos Institute,” Mr. Beyani said. “We are waiting for full clarification of this sad episode by the Guatemalan authorities.”
(*) “Special procedures” is the general name of the independent fact-finding and monitoring mechanisms of the Human Rights Council that address either specific country situations or thematic issues in all parts of the world. Currently, there are 36 thematic and 13 country mandates, with over 70 mandate holders. The Office of the High Commissioner for Human Rights provides these mechanisms with support for the fulfilment of their mandates.
